What is a CMS system and why would you chose to use it over html and php programing?

A content management system is software that keeps track of every piece of content on your Web site, much like your local public library keeps track of books and stores them. Content can be simple text, photos, music, video, documents, or just about anything you can think of. A major advantage of using a CMS is that it requires almost no technical skill or knowledge to manage. Since the CMS manages all your content, you don't have to.

The advantage of a CMS System over static html and or php pages is that it can be dynamically updated using technology like RSS feeds from other news sites.  This means you can keep your website fresh and new everyday without hours of rebuilding the same page.  This touches on the other down fall of static pages, when it comes to updating it becomes a major hassile.  Just immagine you have a site that has say 20 pages, not unreasonable.  Now lets say you need to update 10 of those 20 pages once a month, another 5 pages have to be updated weekly, and 1 page gets changed dailliy.  That quickly adds up to a large amount of time that is spent updating.
